Try calling or writing the airline's corporate consumer relations office.

In addition, if the carrier's a U.S. airline, or one that flies to the U.S., contact the United States Department of Transportation. The Department cannot mediate for you, but it will take your complaint into consideration in determining whether or not airlines meet specific codes.
